L2C2 is disabled in the codebase. Is this intentional ?

I can see in the code that:

smoothness lower bound = 0 and smoothness upper bound = 1 so effectively the epsilon becomes 0 and it doesnt have any smoothening effect. Is this done intentionally ? Could anyone please explain this.
