Mission

M03_GITHUB_MCP_SERVER / P_M03_OFFICIAL_ACTIONS_RUNTIME_01

Purpose

Execute the next high-marginal-resource-pressure M03 action without pretending to have completed transport equivalence.

This branch adds one narrow runtime smoke proof that checks out official github/github-mcp-server@7d13a7ad6f2a17f351a6d77ce280c85ae1821f4d and executes the upstream minimal Actions run/job representation tests that expose the fields QPS currently depends on for control (runner_id, runner identity, steps, conclusion).

Boundary

PASS here would prove only that the exact official source compiles and its minimal Actions representation tests pass in a real runner. It does not yet prove end-to-end QPS GitHub transport equivalence, auth equivalence, or permission equivalence.

FIRST RED

If zero steps execute, the owner is Dockmaster/runtime habitat. If checkout/setup/build/test executes and fails, recurse only on the first actual observed application failure.

Source separation

No 270-commit fast-forward or upstream merge is performed. Recon proof stays separate from sync/adaptation.

QPS reverse-pressure dispatch receipt

This PR is the first action taken from the dual-axis Analyst model now merged to cryoplant-project via github#916.

Therefore M01 keeps one Dockmaster cell, while the next discretionary engineering slice was deliberately sent here rather than adding more scouts to a runner/account gate.

Current runtime state of QPS Official MCP Actions Proof run 34615945694: QUEUED. No runner assignment or >0-step claim is made yet. If it executes, consume its first actual result; if it terminates with zero steps / runner_id 0, that is a Dockmaster evidence update rather than an MCP code failure.

P2 Badge Limit the fixed-source smoke test to the proof run

Once this workflow reaches main, the pull_request trigger runs it for every future PR targeting main, even though the job never checks out or tests that PR and always tests the same pinned external SHA. This adds unrelated checkout, dependency-download, and test work to every PR and can block otherwise valid changes whenever that fixed-source proof fails or its dependencies are unavailable; restrict this one-off recon proof to an explicit dispatch or the intended proof branch.
