📅 Excel Schedule Engine

The global layout now registers GBOGEB/pipeline-automation-hub/excel_schedule_engine/ as the MAIN-pipeline Excel parser/export lane for planning and scheduling data. The lane exports each logical table separately to CSV and XLSX, publishes a SHA-256 table manifest, and keeps authority_transfer=false.

Governance topology: governance/GLOBAL_EXCEL_SCHEDULE_ENGINE_TOPOLOGY_v1.yaml.
