Permission system is overengineered

The permission system is very very powerful. This power comes with complexity of course.
A downside of this is that performance goes down dramatically when the amount of data increases though (collections, media, groups, users).

Proposal: re-think where things could be made more "slim" again...

Is it only the permission system? I think the complete module is overengineered a bit.
I would like to see it rewritten in MOST.
