Switch off automatic compilation of external libraries

At present yambo automatically download and compiles external libraries if these are not found at the configure step.

As discussed at the last ydev meeting we want to change this behaviour

The idea is that automatic compilation is switched on only if the option --with-extlibs-path=$PATH is provided to the configure
