When compiletime(...) evaluates a generic loader containing newInstance<T>(), this branch resolves T and executes its constructor in the IM interpreter, thereby accepting a use that is defined as runtime-only. Fresh evidence beyond the earlier constructor-validity discussion is that the final repository contract now explicitly forbids interpreter expansion for compile-time construction; reject the marker during compile-time evaluation instead of running the constructor.
