Pair each supported runtime option with its published development image variant. Keep ordinary image tags unchanged and require explicit workspace capability before selecting development images.
Advance regular and development image tags together to the validated runtime release. Verify every selected image is published for linux/amd64 and linux/arm64.

Add explicit development image tags for every supported python option. Advance regular and development variants together to the published
r1release, whose development images include the required interactive coding tools.Standard environments continue to select the regular variant. Declaring a development tag does not itself enable workspace support; that requires a validated service workspace contract.
Validation
Manifest schema validation passed. Every selected regular and development tag was verified for linux/amd64 and linux/arm64. The runtime release build/test matrix passed.
