Use the official upstream interpreter and remove the XML hash-salt patch build stage. Document the narrowly scoped CVE-2026-7210 Grype exception as temporary vulnerability acceptance, with cleanup tracked in issue #10.

The image rebuilds Python 3.10.21 from source to apply a temporary XML hash-salt backport. Remove that workaround and use the official upstream interpreter, with a temporary Grype exception until a fixed upstream image is adopted.

git diff --check, YAML parsing and exact exception-scope check, and a Python 3.10.21 build-command dry run passed. Image builds, runtime tests, and Grype scans remain outstanding; this PR stays in draft pending that validation.
