ENG-57444: Adopt semantic Forge color and typography roles

Summary

• add shared semantic color, typography, surface, and data-visualization roles to Forge
• migrate charts, dashboard tables, ReportRuntime, tabs, loading states, toolbars, and Blueprint primitives to those roles
• preserve incumbent fallbacks and production baseline rendering
• add contract coverage for charts, reports, tables, and workspace surfaces

Compatibility and rollout

• defaults remain product-agnostic and backward compatible
• Steward-specific palette values stay in Steward workspace metadata and CSS
• host themes opt component families into reviewed roles rather than forcing visual redesign

Validation

• chart, workspace-surface, dashboard-table, and report-runtime contracts passed
• production Forge build passed after rebasing on latest main
• two direct vite-node JSX invocations remain blocked by the local linked dependency path; the same source compiled successfully in the production build
