I assume we'd want this timezone handling in the date parser rather than the date command, so posting it here:

Yes that should fix it, here's my test result:

input: TZ="GMT+12" last year 12:00
result: 2024-09-28T00:00:00+00:00[UTC]

Closing this issue as it's fixed here (it remains an issue in date as we haven't yet migrated to the current version of parse_datetime).
