Keep an incomplete restore stage away from every apply step

A staged extraction that fails part way carries on past the failed entry, so
the stage holds every other file. The staged apply batch was skipped, but the
steps after it still read the stage on their own:

- the PVE firewall apply syncs /etc/pve/firewall 1:1 from the stage, deleting
  the cluster-wide rule files that failed to extract;
- the PVE HA apply removes from /etc/pve/ha the config files missing from the
  stage;
- the network install copies the staged files into /etc with no prompt, and
  the network apply offers to copy and reload them;
- the PBS notifications repair pushes the staged targets and matchers through
  proxmox-backup-manager, also from the deferred services cleanup, which runs
  even when the operator aborts during staging.

A failed staging (error or abort) now marks the run stageIncomplete, removes
the stage at once (the files that landed hold secrets in the clear) and names
the staged categories that were not applied. Each of those steps checks the
flag; the PBS and PVE service restarts are unchanged.

The network install/apply and PBS notifications repair are reached through
function variables so the tests can see what they are handed. The new tests
build a real partial stage (one staged write fails with ENOSPC, or the run is
cancelled) and fail on the previous code: firewall 100.fw and HA rules.cfg
deleted, network and PBS repair handed the partial stage.

GO-2026-6617), all fixed in 1.26.9, and fails the security workflow on every
commit until the floor moves.

go.mod, goRuntimeMinVersion and the install and developer guides now name
1.26.9. With it govulncheck finds no reachable vulnerability.
