Preserve block breaks inside quoted Notes

Summary

• render paragraphs and lists inside Note blockquotes as blocks instead of inline runs
• preserve blank quoted lines and list numbering
• flatten nested quote depth while keeping its paragraph boundaries

Root cause

The blockquote renderer passed every child through the inline renderer. Ordered lists and nested blockquotes were recursively joined with an empty separator, producing strings such as summaries.Instructions and CompactionAdditional.

• exported live parent Note 339024143 and verified six separate numbered quote lines plus separate Compaction and Additional instructions lines
