Drops the single-environment input from site-ci.yml and branch-env-map. main is prod, pull requests are preview, and site-ci always runs the production e2e tier (all, a11y, lighthouse). The dev/staging tiers and test:e2e:full step are removed. BREAKING CHANGE: callers passing single-environment must drop it; main/next/live mapping is gone. Cancel in-progress validation only for pull requests (a second quick merge to main must not cancel the first), fix stale main/next/live references, describe prod/preview in the deploy actions, add a migration section, and test that the single-environment input and tier step are gone.
