test: fail fast with one message when node_modules is missing - #198

Suites resolve voidflow's own install (biome, license-checker), so a fresh worktree failed 7 tests with unrelated ENOENT/exit-code errors, and pre-push `bun test` hit the same. A bunfig preload now exits with a 'run bun install' message instead. Refs #197 Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Adds a
bun testpreload (test/require-deps.ts, wired inbunfig.toml) that exits with a single "run bun install" message whennode_modulesis missing. Covers thecheck-licensesand biome test failures in a fresh worktree, and voidflow's own pre-push (bun test).Not covered: the pre-commit side, which is #196.
Verified: no deps gives one message and a non-zero exit; with deps the full suite passes (167). Breaking the guard fails the new test.
