Replace index.qmd narrative with the final lea_comms_v1 draft: new lifecycle/amortization findings, steady-state benchmark, ICC staff report sourcing, expanded appendix, and 45 sourced footnotes restored to Quarto citation keys. Update analysis.qmd figure captions and Table 1 forecast ranges (2023-2030) to match. Add fig-lifecycle-cost chart to analysis.qmd (from the amortization model's outputs) and the static block-level infographic (img/). Notes for review: - The ICC staff report (CW Report, May 2026) has no references.bib entry yet; cited in footnote text pending a Zotero add. - Table 1 cell colors don't survive the gt-to-ICML conversion; the designer applies them from a reference image shipped alongside.
