Performance shows a settings gear and a Templates tab that do nothing #794

What goes wrong

The gear button in the Performance header answers "Coming in a later update." and the Templates tab says "Not available yet." Two stale TODO(phase 4) comments remain although phase 4 shipped, and a CSS comment still names YouTube. A visible control that does nothing reads as broken to a new user, and neither has a Guide entry.

Everyone who opens Performance.

How to see it

Open Mode, Performance, click the gear and the Templates tab.

Constraints for anyone fixing it

• Decision pending: hide or build. Removing a control means removing its strings in all ten tables (project rule), and the help-mode spec.
• The Guide rule applies to anything that stays.

NEW in 0.21.0 (e7a5e9d, phase 1 placeholders). Found on the big-release branch (draft pull request #784); the work is not released yet.

Hide both until they work.
