A dev build like 0.18.2.dev0 is offered an update to an older release #714

The problem

A test build versioned 0.18.2.dev0 offers an "update" to v0.18.1 in Notifications, and the badge lights up. Anyone running a local or test build is nagged on every launch to install an older release.

The update check is meant to skip dev and source builds. It recognises them with /\bdev\b|\+/, which needs a word boundary after "dev". In 0.18.2.dev0 the "dev" runs straight into its number, so it never matches. Only versions carrying a + (hatch-vcs source builds) are skipped.

Constraints for a fix

Found by the acceptance run against the 0.18.2.dev0 Windows build. Being worked on in the feat/song-identification branch.
