Update the bundled Energyplan worker from 0.4.9 to 0.4.10. Planning on sites with demand tariffs takes less time, and tariff ranking stops when its solve budget expires. Core still validates every proposed plan before dispatch.
Pins compiled Linux ARM64, Linux AMD64 and macOS ARM64 workers from private source commit
2c8c777620036b6e5be8e2b17f79a0e3733e1100, with updated manifest hashes and version checks. The worker protocol and shared contract stay unchanged. Adds future planner goals and acceptance evidence to the maintained roadmap: phase timing, wider reference coverage, lower planning cost and ARM64/site validation. The latency and proof targets remain calibration goals, not achieved service guarantees.Paired private source PR: https://github.com/srcfl/energyplan/pull/45. That source PR is merged. Paired private development plan: https://github.com/srcfl/energyplan/pull/46.

make native-solver-testpassed, including planner and forecast integration.go vet -tags=netgo,osusergo ./...andgo build -tags=netgo,osusergo ./...passed.make verifypassed after refreshing the generated driver snapshot from the existing pin withmake drivers. An initial local run had loaded a stale, ignored Pixii file; no driver source or pin change was needed.571f2c9d92a7846ad98647242c2a2cee8d224965, including the roadmap addition, Core test/vet, full stack, native worker and Linux ARM64/AMD64 builds. Its localmake verifypassed. The roadmap addition is separate from the external-agent row proposed in #1292; that text is untouched.
The owner requested merge and a new native beta after green checks. Box installation is a separate step.
