Implement stepper component for the setup wizard UI

In the new instance setup UI we will have some sort of step by step form UI (we don't have designs at the moment but UI will be there more or less step by step form). At the moment, in our wildcard UI we don't have anything like step by step form that provides UI logic around

• you have to finish the current step to go to the next one
• you can go back to the completed steps

This component should be reusable and accept any generic content for each step
