[FR] Improve 404 page when attempting to browse file that does not exist `/browse`

If I navigate to a path that does not exist when in the code browser, I hit the following error message:

A user could hit this when switching branches, when a file has been deleted or moved from a branch, or other scenarios.

got the above result when i attempted to reproduce the bug.

@imsarang your screenshot is showing the /search path. This bug is in the /browse path - try making a search with results, clicking into a file, and then change the path in the URL bar to a file that does not exist. #822 adds branch switching
