Page Builder: document the AI layout hooks added in 2.36.0

Add a hooks page (`page-builder/hooks/ai-layout.md`) and sidebar entry for the public hooks added in 2.36.0:

`siteorigin_panels_ai_layout_pre_save` (filter) — `$panels_data, $post, $post_id`. Fires inside the classic `save_post()`. If the filter changes the layout, the result is re-run through `process_raw_widgets()` and floored with `kses_deep()` regardless of capability. If it returns the layout unchanged, no second sanitise pass runs.
`siteorigin_panels_ai_layout_saved_pre` (action) — final sanitised `$panels_data, $post, $post_id` immediately before persist. Read-only.
`siteorigin_panels_ai_layout_loaded` (action) — fired when a layout is read via the ability/REST seam.
`siteorigin_panels_ai_block_layout_pre_save` (filter) — Layout Block equivalent (`compat/layout-block.php`).

Note: the PHPDoc in the tagged 2.36.0 source still reads `@since {NEXT_VERSION}`; the docs page should state 2.36.0.
