Summary

Fixes simpleanalytics/dashboard#971

CodeRabbit now reviews pull requests, so the shared workflows stop paying for Claude reviews:

  • pull-request.yml no longer runs a Claude code review. Claude only classifies the SDLC risk label, and only when a PR has neither label, so later pushes skip Claude. Removed: cross-repo context cloning, cross-PR deduplication, review checkpoints, inline review comments, and PR description edits by Claude. The default model changes from claude-opus-5 to claude-sonnet-5-5, with read-only git tools only.
  • The label rules now follow the release risk levels of the Software Release and Deployment Procedure:
    • change: routine covers Routine Changes and Review Required Changes (at most one review, which may be AI-assisted).
    • change: needs review covers Significant Changes and Emergency Changes (a human review, after deployment for emergencies).
    • New needs-review triggers from the SDLC policy and procedures: production data used outside production, security fixes, and emergency fixes for production incidents. Internal tools and same-major package or runtime updates stay routine.
    • Label descriptions are updated to match.
  • For change: needs review, Claude's reason now fills an empty Security implications section, because Claude no longer edits the PR description.
  • claude.yml (the @claude workflow) is deleted.

The deterministic label, tracking issue, and PR template enforcement steps are unchanged, so Boardroom's weekly PR review control keeps getting labels.

Merge after the caller PRs that remove claude.yml, otherwise those workflows fail on every comment: dashboard#974, infrastructure#306, scripts#146, online#11. admin#34 and screenshots#35 remove standalone copies.

Security implications

  • No security impact
  • Has security impact - described as:
    • Changes how PRs are classified for the SOC 2 change-management control: which changes get change: needs review and therefore a human post-merge review in Boardroom.
    • Removes Claude's write-capable review run and the @claude workflow; the classifier can only run git diff, git log, git show, and read files.
    • Drops the SA_PAT_ADRIAAN_READ_REPOS secret from the workflow.

Testing

  • node --test test/*.test.mjs: 17 passing
  • actionlint .github/workflows/pull-request.yml: no findings
  • Parsed every actions/github-script body in the workflow
  • git diff --check

Summary by CodeRabbit

  • Workflow Updates
    • Pull requests are classified as routine or needing review, with a risk label and reason.
    • Classification is skipped when an SDLC label is already present. If no valid label is returned, the workflow applies the routine label; if both labels are present, it favors needs review.
    • Review-required pull requests retain template checks, and classification results can provide details for a related issue draft.
    • Automated Claude pull-request reviews and the reusable Claude workflow are no longer available.
  • Documentation
    • Updated guidance to describe the revised classification process and risk labels.

CodeRabbit now reviews pull requests, so the shared workflow only asks
Claude Sonnet 5.5 for the SDLC risk label on unlabeled pull requests.
The labels follow the release risk levels of the Software Release and
Deployment Procedure. Removes the shared @claude workflow.

Walkthrough

The shared pull-request workflow replaces Claude code review with SDLC risk classification. It skips classification when an SDLC label already exists and passes structured output to template enforcement. The reusable Claude workflow and cross-PR review tests are removed.

Changes: SDLC risk classification

Layer / File(s) Summary
Define label rules and classification gate
.github/workflows/pull-request.yml, test/pull-request-policy.test.mjs
The workflow updates the SDLC label descriptions, detects an existing label, and skips checkout when one is present. Tests cover the label criteria and classification trigger.
Classify changes and pass structured output
.github/workflows/pull-request.yml, test/pull-request-policy.test.mjs, README.md
Claude returns a structured label and reason, with an optional issue draft. Template enforcement and issue-draft parsing read the structured output. Tests and README describe the classification rules.
Remove the shared Claude review flow
.github/workflows/claude.yml, test/cross-pr-review-deduplication.test.mjs
The reusable Claude workflow and tests for cross-PR review deduplication are deleted.

Merge Risk: Low · up to 18647

The workflow now only classifies risk. A few bounded gaps remain. Some PRs (drafts marked ready without a push, and fork PRs) may not receive a risk label. Checkout credentials are also still persisted while Claude can read files. These can be handled as follow-ups or accepted, but note the README's "every pull request" claim.

Security architecture risk: Moderate · up to 18647

The change reduces automated write capabilities, but also removes security-impact documentation and tracking steps for higher-risk changes. Because this workflow is shared across repositories, that control change has broader reach. Compatibility and migration of external callers remain unverified.

Retained concerns

  • Medium · security · observed: The shared workflow removes the needs-review transition that maintained Security implications, testing/review checklist sections, and linked tracking records. A security-sensitive PR can now finish labeling without that evidence-generation step. The base attempted these operations after needs-review finalization, including on subsequent eligible runs. No replacement is evidenced here; this weakens security-change traceability unless that responsibility has explicitly moved elsewhere.
Security review details

Security Blast Radius

  • inferred — The established exposure is shared change-management behavior across caller repositories. Each finalizer addresses the caller repository and PR from trusted workflow context; its token requests contents read and pull-request/issues write permissions. The available evidence does not establish the number of affected callers or a direct production-data compromise.

Security Findings and Attack Paths

  • inferred — A PR author can leave security-impact and tracking information incomplete while the new workflow successfully labels the PR needs-review: the former remediation transition no longer follows labeling. This is a traceability gap; the evidence does not show that it permits merging without required human approval.

Trust Boundaries and Controls

  • observed — The classifier reads PR-controlled changes and receives API and GitHub credentials through the action. Its configured tool allowlist is limited to git diff/log/show and repository reads; editing and GitHub CLI mutation tools are removed. The schema constrains label values, while explicit workflow scripts perform repository writes. These controls reduce authority but do not establish semantic classification correctness.

Resilience and Maintainability Implications

  • inferred — Label and explanation writes are non-atomic: a successful label write followed by comment failure can leave no explanation, and subsequent runs preserve that label. The same finalization behavior existed at the base, including routine fallback and explanation suppression for existing labels, so it is not an introduced PR concern.

Hardening Proposals

  • proposed — Keep required security-change evidence generation independent of whether classification runs, or verify an explicit replacement owner and control before retiring it. Coordinate removal of reusable interfaces with verified caller migrations.

Full details: Linked Issues check

Explanation

Issue #971 requires removal of duplicate Claude reviews, continued SDLC risk labeling, and alignment with the four release-risk levels. The pull-request workflow deletes the reusable write-capable claude.yml review workflow, classifies only unlabeled pull requests, and limits Claude to read-only Git tools. The prompt maps Routine and Review Required Changes to change: routine, and Significant and Emergency Changes to change: needs review. It includes the required production-data, security, and emergency-fix triggers, while internal tooling and same-major updates remain routine. Finalization preserves existing labels and applies a routine fallback for missing or invalid output. The policy tests cover these behaviors.

Full details: Out of Scope Changes check

Explanation

The changes stay within issue #971. Workflow cleanup removes duplicate review features and the obsolete reusable workflow. README updates and policy tests document and verify the label behavior. The changes do not modify product or runtime code.

Disable checkout credential persistence before exposing PR-controlled content to Claude.

actions/checkout@v7 persists the token by default in a temporary credential file and adds an include reference from .git/config. Claude can follow that reference with Read. The structured output has no field-level secret filter, and the finalization step posts sdlc_reason directly.

Handle ready_for_review for draft PRs.

The caller and sdlc-label job listen only for opened, reopened, and synchronize. A draft PR that becomes ready without another push can therefore remain unlabeled. The base workflow had the same gate. No downstream repository workflow blocks merging when the label is missing.

Document or support fork pull requests.

Under default GitHub pull_request permissions, fork runs do not receive ANTHROPIC_API_KEY, and GITHUB_TOKEN is read-only. The workflow has no fork guard or separately authorized path, and its label setup and finalization call write APIs. A fork PR can therefore fail before classification or fail to persist its label.

The routine fallback handles missing or invalid Claude output only when finalization runs. It does not recover from unavailable credentials or failed write operations. This limitation also existed in the base workflow, so it is not a new workflow regression. However, README.md now states that the workflow labels “every pull request.” Either add a separately authorized fork path or document and enforce that callers do not accept fork pull requests.
