Replace the fifteen individually pinned voice commits with a single pull_request entry for pingdotgg#12034, which carries the same stack (fast commands and existing-thread follow-ups through the overlay and its preference tests) as a reviewable upstream contribution. The rpc formatting commit stays pinned as before.
