Motivation
Implement the Lib configuration merge step of the unified configuration RFC, following the App implementation in #506.
Changes
Resolve ordered Lib layers and call
mergeRslibConfigonly when multiple Lib configurations are present. Return a single configuration unchanged, retain the empty-config default, and preserve file metadata in the existing loader.Add one focused test for top-level overrides and native product-list merging, including matching IDs and entries without IDs. Shared-layer loading and the public API remain separate steps.
