Bug: react-scripts fails to update CSS after error state

This is specifically a problem with the feature of react-scrips that auto-reloads/compiles on save. After creating an error state in the CSS, changes to the CSS no longer appear on save. A manual reload of the app (by clicking reload in the browser) fixes the issue.

React version: 17.0.2

1. Create new React App with create-react-app command
2. Create components (i.e. a simple div with some inner text and at least 2 properties)
3. Style component in CSS and with each save app will reload on browser to display changes
4. Create an error state in the CSS (i.e. delete a semicolon after a parameter) and save. Fix it and save. App should reload, but CSS changes no longer update on save.

Running into this issue using tailwind, which throws errors if you make a typo in any class of an @apply directive. Once that error happens, the CSS stops updating and I have to reload.
