Add `download.html` to RtD visual diff ignored files

I propose ignoring download.html, as currently due to the "Last updated" line the file shows up in the automated RtD comment on every PR in CPython:

This can only be done via the online RtD UI, per the documentation.

Okay, now ignoring:

contents.html
download.html

PEP PRs such as python/peps#4965 show lots of changes:

702 files changed · ± 702 modified

I suspect this is due to the timestamp in the footer, and that the footer isn't really in a <footer> and looks like body text.
