docs: close frozen upstream review through e67abcf

Cycle #736 has classified all 481 T3 sources through e67abcf798f8c4d8458755e3b4dde02c2c1f628b, but the decision index still shows the old bbedad cursor and calls merged #743/#746 pending. This advances the review cursor to the frozen head, records the completed cycle and its deliberate partials, and points the active index at successor cycle #865 (e67abcf..ab099, 127 sources). It does not merge T3 ancestry or claim every source was adopted, released, or installed.

The seven 481-source tables and later reconciliation comments in #736 provide the full SHA-to-disposition record. The final audit addressed stale pending-PR labels, Forgejo provider changes, queued citations, thinking-trace dependencies, Android icons, and partial UI/product decisions. #864 was the last implementation PR and merged at f0559dd after independent review and green final-head CI. Oh My Pi remains rejected and closed unmerged.

Validation: verified both upstream ancestry bounds and exact source counts (481 closed, 127 frozen next); git diff --check; checked GitHub for zero open PRs against pylon. The prior implementation PRs contain their own focused tests and final-head CI. Android icon appearance remains unverified because this host has no Android SDK/emulator; #736 records that limit. This documentation PR changes no product code.
