Catalog the 14 backlog repos; add the eda type and releaseTrigger none

Resolves the classification backlog (22 cataloged, 0 backlog). Per your decisions:

1. New `eda` type (KiCadLibrary, DevKitCIoT, EspDinIoT) - github-release data zip, EDA-specific CI validation, deterministic build-time artifact/version injection.
2. `releaseTrigger: none` for repos with no release automation (WIP or file-history-only).
3. Non-conformant branch states flagged (MediaTools first-branch, HomeAssistant-Config master, PhotoCleaner/TelemetryImporter develop-only, KiCadLibrary/EspDinIoT/HolidayLights stale/empty main) - recorded, flagged for correction, never permanent.
4. All 14 flipped to `cataloged` with their (possibly deviated) state + driftNotes.
5. Config repos (Vantage-Config, HomeAutomation, HolidayLights) in scope; TelemetryImporter noted abandoned; .github noted candidate for removal.

MediaTools static NUGET_API_KEY (forbidden) recorded in driftNotes, publish[] left empty pending OIDC correction. validate.py green.
