Bump adapter-static, svelte, TypeScript and friends for SvelteKit 3

SvelteKit 3 peer-requires TypeScript 6 and svelte >=5.57.1, and
adapter-static 3 peer-requires kit 2, so npm ci fails without these.

Fix SvelteKit 3 breaks the migration tool missed

- page.url is now readonly; copy it via href

Let openapi-typescript use the project's TypeScript 6

openapi-typescript 7.13 (latest) still peer-requires TypeScript 5, which
makes npm ci fail against SvelteKit 3's TypeScript 6 requirement. Its
output is identical under both versions.
