A timed-out hosted scorer qualification does not distinguish a stall before response headers from one while reading the response body. This records a bounded transport phase, header-arrival time, and HTTP status when available. It does not retain response content, and timed-out requests still fail qualification with unknown cost.
The CLI gate and exact-head canonical review passed; all 70 mock benchmark cases completed, and the 24 protected benchmark inputs remain byte-identical.
