Closes #109. Spec 027 slice C for release and deploy.

What it does

• New area doc docs/architecture/release-and-deploy.md, in the shape docs/architecture/README.md sets, every statement sourced inline and checked against the code on main. It covers the container, Compose and Kamal (spec 001), image publishing and digest cleanup (012, 013), the README introduction (020), the 40 MB request body limit (025 decision 6), the stored import upload's retention, sweep and gated routes (028 decisions 8 and 9, ADR 0022), and backup and restore (030, ADR 0024). Specs 001 (stack, CI, hooks), 003 and 014 describe the development environment: their facts stay in CLAUDE.md, and they freeze with this area.
• Areas table: the release and deploy row links the doc, with docs/releasing.md and docs/backup-restore.md as reference docs.
• CLAUDE.md: the Deploy and Backup bullets, and the release parts of Local CI and Import preview, become pointers to the area doc (spec 027 R5).
• Frozen specs (frozen line only, one commit each, spec 027 D4): 001, 003, 012, 013, 014 and 020 whole. 025, 028 and 030 are now frozen whole by the two area docs together; each has one frozen line naming both.
• Retired plans, each in a commit of its own with a pointer commit after it: 001 (96d5e65), 003 (8498f1b), 012 (a41bd08), 013 (5a1e2eb), 014 (4691f7b), 020 (4347416).

Open issues recorded in the doc

• Spec 012 AC-3.3 says a pre-release also publishes latest, which contradicts the same spec's Goals and FR-2, ADR 0009 and the workflow. The doc states what the workflow does and records the discrepancy.
• Spec 030 decision 7 says the archive is renamed into place; ADR 0024 and the code hard-link it. The doc states what the code does.
• Record the remaining spec 012 evidence #21 (spec 012 evidence owed) and The art index shows as "ready" when its index file is missing #122 (the art index shows "ready" without its file) are listed as open limits.

Merge with main

main (with #129, the data portability area doc) was merged in, not rebased, because this branch retires plans (25dd756). The conflicts were the shared rows: specs 025, 028 and 030 got one frozen line naming both area docs, the areas table takes each doc's own row, and CLAUDE.md keeps #129's pointer bullets with the stored upload and the request caps pointing here.

Checks

• bin/ci passed before the merge (2006 examples, 0 failures, 1 pending) and again in the pre-push hook after it.
• The edits to shipped specs are only their Frozen: lines and retirement pointers.

Merge with a merge commit (never squash or rebase), so the six retirement commits stay in main's history as written.
