feat(web): link GitHub mentions in pull requests - #24855
GitHub pull request descriptions and comments show @username references as ordinary text, so mentions are easy to miss and do not link to the referenced profile.
Change
Recognize authored GitHub mentions in pull request markdown, style the current viewer's mention separately, and link usernames to their GitHub profiles without making extra GitHub requests. The change also keeps mention handling compatible with existing pull request references and escaped markdown.
Scope is the web pull request markdown renderer, which desktop also uses. Mobile has a separate renderer and is not changed.
Scope and approval
This is a proposed user-facing feature. I asked whether the direction would be welcome in a comment on PR #19795. I found no maintainer approval in the replies. Submitting this PR for maintainer consideration at the author's direction.
Verification
Added mention parsing tests and browser coverage for chat markdown interactions. I did not run tests for this submission.
git diff --check passed.

Macroscope's review found this PR requires human approval — This PR adds and automatically enables GitHub mention linking across pull-request markdown, requiring new parsing logic, shared renderer changes, context propagation, and styling. Because it is a new production user-facing capability rather than a small opt-in change, the broader runtime impact merits human review.

Walkthrough
Pull-request Markdown now supports profile mention links and rehype-based issue and commit autolinks. ChatMarkdown accepts additional rehype plugins, and pull-request context supplies GitHub repository and viewer details for mention processing.
The transformer links valid mentions to profile URLs and marks case-insensitive viewer matches. Tests cover login rules, ignored elements, source text, and formatting.
The transformer creates HAST anchors and filters user mentions when separate mention handling is enabled. Tests cover mention and reference transformation.

Pull-request context supplies GitHub repository and viewer details. PullRequestMarkdown passes configured rehype plugins to ChatMarkdown. ChatMarkdown appends them after built-in plugins and renders pull-request mentions. Mention links receive styling. Browser tests cover rendering and link interactions.

This test drives the spy after mounting. Acquire it after await using screen so the spy disposes before the screen unmounts.

In the test using renderText with the “Thanks @Adamulek123.” input, move the
window.open spy setup until after the awaited render completes so the spy is
disposed before the rendered screen unmounts.

Addressed the test-cleanup nit from review 5642942728 in 18151b5: the window.open spy is acquired after the rendered screen, so it disposes before unmount. The focused hover/context-menu browser test and targeted lint pass. The two major findings referenced affff0b; both have replies explaining the fixes already in 328752b, and all checks passed on 6021611.
