fix(gitlab): a merge request with a huge description no longer makes its project unavailable - #24464
The GitLab merge request list reads each page with the default 1 MB process output cap. A page includes every row's full description, so one merge request with a ~1 MB description (for example a Renovate dependency update) pushed the response over the cap. The read failed and the whole project showed as "Unavailable" in the Pull Requests Project filter, hiding the other merge requests.
Fix
The list call now allows up to 16 MiB of output, in line with the other large GitLab reads. I kept the descriptions in the response because the list rows carry the body.
Evidence
Added a test that the list call asks for an output cap above the default. It fails on main and passes with the change.
vp run check:changed passes (format, lint, knip, typecheck, tests).
Not verified
I did not run against a real self-hosted GitLab with a 1 MB merge request. The test checks the cap requested from glab, not a live oversized response.
Macroscope's review found this PR requires human approval — This focused fix raises the default output cap for every GitLab merge-request list request from the inherited 1 MB limit to 16 MiB, allowing projects with very large descriptions to remain available. Because it changes a production default, the change warrants human review under the configured criteria.

GitLab merge-request list requests now allow up to 16 MiB of CLI output. A test verifies that the configured limit exceeds 8 MiB.

listPage passes a 16 MiB output limit to the API call. The test checks that the limit exceeds 8 MiB.
Projects with several very large merge-request descriptions can still disappear from the GitLab pull-request list, and the regression test does not detect that failure.

Explanation
The description explains the problem, fix, linked issue, verification results, and testing limitation. It omits the exact “Scope and approval” section and uses “Fix” and “Evidence” instead of the template headings, but the required information is mostly present.
Full details: Linked Issues check
Explanation
Issue #24201 requires GitLab merge request list reads to remain available when a page contains an oversized description. The reviewed source defines LIST_MAX_OUTPUT_BYTES = 16 * 1024 * 1024, and the supplied change summary states that listPage uses this cap. The added test verifies that listMergeRequests requests more than 8 MiB. This directly addresses the 1 MB process-output failure. The existing list behavior retains descriptions, which is permitted by the issue because the issue lists raising the cap as a possible fix.
Full details: Out of Scope Changes check
Explanation
The supplied change summary limits the pull request to the GitLab merge request list output cap and its automated test. The inspected source and test file support that scope. Both changes directly implement or verify issue #24201. No unrelated change is established.

Make this regression test exercise an oversized list response.
mergeRequests(3, 1) emits no description, so the mocked response is only a small JSON payload. This test does not reach the reported oversized-response condition. It only checks the numeric option passed to mockedExecute. Add a near-limit description and assert that listMergeRequests returns the rows, or test truncation behavior at the process boundary.
As per coding guidelines, backend behavior changes need focused tests for meaningful observable behavior.

Prevent oversized list pages from exceeding the process cap.
The web client can request up to 500 pull requests, and listPage can send up to 100 rows in one GitLab request. Each row includes its full description. Sixteen near-1 MiB descriptions, plus JSON overhead, can exceed the fixed 16 MiB cap.
When this happens, the process operation can fail before decodeMergeRequestListJson runs, leaving the project unavailable. Omit or truncate descriptions for list pages, or otherwise keep each requested page below the process cap.
