ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — This small runtime fix broadens resource-monitor binary lookup for built server layouts and adds regression coverage. A concrete unresolved concern remains for cross-target Cargo debug output under Notes:

binary under `target/<rustTarget>/debug` and verifies it is found. Do not
substitute `target/debug` in the test, since that does not exercise the missing
target-specific path.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Search the target-specific debug directory.
When Cargo builds with --target aarch64-pc-windows-msvc and without --release, it writes the binary under target/aarch64-pc-windows-msvc/debug/. This list omits that directory, so resolve returns ResourceMonitorBinaryNotFound when that binary is the only candidate present. Add path.join("target", rustTarget, "debug") and a focused filesystem case. The new debug test creates target/debug instead. (doc.rust-lang.org)
As per coding guidelines, “Backend behavior changes ship with focused tests for that behavior.”

Dismissing prior approval to re-evaluate d214594
When the server runs from
dist/, resource telemetry cannot find a resource monitor produced by a normal Cargo release or debug build. Apply the existing Cargo output candidates to both source and bundled-module crate locations.Takeover
Credit to @yordis for the fix in #23965.
This replacement preserves all author commits and merges them onto current main because the contributor fork is not pushable.
Retained the production implementation; replaced candidate-list assertions with isolated filesystem regression tests.
The original PR is left open for the dispatcher.

Visual matrix: empty; server-only binary lookup.
Both new built-layout release/debug cases fail with main's resolver (
ResourceMonitorBinaryNotFound) and pass with the fix. Six focused tests pass.Built-server telemetry before/after remains unverified: Cargo, rustc, and rustup are unavailable even with
~/.cargo/binin PATH. The explicit takeover exception applies. Placeholder binaries prove resolution, not native execution.Proof audit passes 1 and 2 passed with that limitation. Native Windows and packaged Electron launches were not performed.
Verification log
vp test run apps/server/src/resourceTelemetry/ResourceMonitorBinary.test.ts: 6 passed, including final gate run.target/<triple>/debugwas unsupported on main and is outside the approved three Cargo output candidates (target/<triple>/release,target/release,target/debug). Both independent reviewers confirmed that existing limitation. This takeover preserves that scope; no regression is introduced.
