perf(server): the Pull Requests page no longer burns GitHub's GraphQL budget while agents run - #20093

… budget while agents run A repository a listing's search returned nothing for was read on its own on almost every refresh, at four points each, and every finished turn moved the global listings epoch, so an open page re-read everything after every turn in any project. The silent repositories are now checked with one aliased search-coverage request (one point for all of them), and a covered answer is remembered like a returned row. Turns move the listings at most once per 30-second list cache window; the project's own pull requests still refresh at once. Fixes #19363 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — This PR substantially changes Pull Request listing behavior, GitHub GraphQL usage, cache lifetimes, and agent-turn refresh scheduling. It also decides when per-repository reads are skipped, making the downstream-work gate and its resource implications appropriate for human review. You can add or adjust custom eligibility rules. - A listing keeps running in the service's scope when its reader goes away, so a page that refreshes mid-read joins it instead of paying GitHub for the same reads again. - A listing narrowed to projects keys by their project epochs too, so a turn's own project reads fresh at once while the turn throttle holds the rest. - One refused repository (SAML, disabled) in a coverage batch is reported as not covered rather than failing the batch and sending every silent repository back to its own read. - A repository search does not cover is remembered as such, so it is read on its own without being asked about again first. Taking over this one as maintainer for batch pull-request-13. I will preserve the branch history, merge current main, reduce the tests to focused quota regressions, and rebuild the listing/cache changes against current conventions with independent reviews. This will remain unmerged. |

The Pull Requests page repeatedly spends GitHub quota on silent repositories and invalidates global listings after every agent turn (#19363).
This preserves @juliusmarminge's original proposal and branch history, with main merged in. GitHub now batches coverage checks for repositories absent from search, remembers both outcomes for ten minutes, and retains repository reads when coverage is unconfirmed. Other hosts keep their existing fallback. Global agent-turn refreshes share a thirty-second window with a trailing refresh; the turn's own project refreshes immediately. Explicit refresh, user pushes/create-PR, and stack actions remain immediate.
Whole-request failures, including transport/HTTP/rate-limit errors and GraphQL timeouts with null data, remain uncached so the next listing can retry. Confirmed negative and missing answers still cache for ten minutes; repository-scoped refusals stay isolated.
Canceling a listing reader no longer cancels its paid host lookup. The service finishes that work even after its last reader leaves, so reattached readers can share the result; service shutdown still interrupts it.

rateLimit(dryRun:true).Detailed before/after evidence · Live measurement summary
This verifies the live query and integrated service behavior; it does not measure a full running-client agent workload or secondary search-limit saturation. No visual layout changed. macOS, Windows, Electron, iOS, Android, and a live GHES account were not exercised. Macroscope's human approval gate remains.
