Problem

A GitHub App credential can read a pull request while GitHub refuses one of its requested reviewers. GitHub answers HTTP 200 with the data intact and one FORBIDDEN error at repository.pullRequest.reviewRequests.nodes.<n>.requestedReviewer. That optional display metadata fails both the detail and review-thread reads. Repeated detail failures stop the watch.

Change

The detail and review-thread reads retry once with reviewRequests(first: 0) when GitHub answers HTTP 200 and every error is FORBIDDEN at exactly repository.pullRequest.reviewRequests.nodes.<nonnegative integer>.requestedReviewer. Any other path, a mixed or untyped list, any other HTTP status, authentication failures and rate limits fail as before. A refused retry fails the read.

The retried detail keeps the full check selection, so the walk past 100 checks and the head-consistency guard still run. Review threads decide once per read: the refused page is read again from the same cursor, and later pages ask with first: 0. A roster already read on the first page is kept. Retrying the detail or first thread page omits requested users and teams without marking the list as incomplete. Reviewers who already reviewed still appear from latestReviews.

The requested-reviewer count is a variable in the existing documents, so both decoders are unchanged and the generated files come from the package's generate script. The GraphQL client already exposes each error's type, path and HTTP status, so the retry decides before the existing error mapping. Retrying preserves the failure path for refused check data instead of accepting a partial answer. Listing and search rows and the reviewer-candidates query are unchanged. A refused read costs one extra request, and nothing is remembered between reads.

Rebuilt onto #19224's generated GraphQL client after the conflict with it.

Scope and approval

Closes #19549, triaged as a bug.

Verification

  • vp test run on GitHubPullRequestApi.test.ts, gitHubGraphQlClient.test.ts and gitHubPullRequestJson.test.ts: 267 tests pass. vp fmt --check, vp lint and the @t3tools/source-control-github typecheck pass with no errors or new warnings.
  • With the five production and document files reverted to e3438b8090, 8 tests fail with assertion errors: the detail retry, the thread retry from the same cursor with and without a retained first-page roster, one retry per thread read, a refused retry of each read, the check walk after a retry and the changed-head guard after a retry. The no-retry table (check path, mixed list, untyped error, wrong type, string or negative index, longer path, HTTP 403, 401, 429 and a GraphQL rate limit) passes on both: one request and the original error.
  • The regenerated no-reviewer detail and review-thread documents, run read-only on github.com against fix(github): read pull requests when GitHub refuses a requested reviewer #19564, return data with reviewRequests: { nodes: [] }. The detail includes checks, and this PR's review-thread connection is empty. Not checked on GitHub Enterprise Server.
  • Not run with a GitHub App credential refused on a reviewer. The replay uses the error from the issue, and the data around it is synthetic.

Approvability

Verdict: Approved at e867091

Macroscope's review found this PR approvable — This is a localized GitHub integration bug fix that retries only a precisely identified partial GraphQL permission failure, while preserving existing behavior for successful requests and all other errors. The additive error metadata and focused tests keep the change bounded without changing product defaults or authorization behavior.

📝 Walkthrough

Pull request detail and review-thread queries now set the requested-reviewer count through a query variable. When a response contains only qualifying reviewer-field refusals, the API retries the read with zero requested reviewers. Tests cover refusal matching, pagination, retry limits, and check-rollup behavior.

Change: Bug fix · Severity of issue fixed: Medium

Merge Risk: ⚪ Minimal · up to 5fe48

Pull request reads now recover when GitHub refuses a requested reviewer, while other failures still fail the read. No concrete merge-blocking risk was found.

Security architecture risk: 🔵 Low · up to 5fe48

The fallback is restricted to an optional reviewer field and preserves the existing authentication, rate-limit, check-reading and write-permission controls. No permission bypass was established. Successful reads can omit requested reviewers without indicating incompleteness, and compatibility with GitHub Enterprise Server remains unverified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The changed exposure is recovery of reads already scoped to the caller's GitHub host, credential, repository and pull request. The retry reduces reviewer selection without changing target identity or requesting greater authority; no cross-repository or cross-host expansion was identified in these paths.

Trust Boundaries and Controls

  • observed — Fallback classification uses the upstream GraphQL error envelope, not pull-request content. It requires HTTP 200 and every error to be FORBIDDEN at the exact six-part requestedReviewer path with a nonnegative integer node index. Other error paths, mixed or untyped errors, authentication failures and rate limits are not accepted by this exception; corresponding regression cases are present.
  • observed — The inspected server reply path re-fetches viewer permissions from the host and requires comment permission before invoking the provider mutation. It does not derive authority from the possibly incomplete reviewer roster.

Assert reviewer retention after the later-page fallback.

The page fixtures contain no reviewRequests, and the test never checks conversation.reviewers. A regression that drops the reviewer roster read from the first page would pass this test. Add one reviewer to the first page and assert that it remains in the result.

On the CodeRabbit nitpick about asserting that first-page reviewers survive a later-page refusal: the roster is assigned only from page 0 (GitHubPullRequestApi.ts L2369-L2370 at 5f7f965), so a fallback on a later page never touches it. The review-thread fixture carries no reviewer requests, so the assertion would need a new fixture as well. I'm leaving it out to keep this PR small.
