Issue tracking gets its own extension point beside source control so non-git trackers slot in without posing as source-control hosts. This layer adds the `@t3tools/issue-tracker-core` port and driver shape, the `issues.*` contracts and RPCs, an `IssueService` that resolves a project's tracker from its git remote and treats issues outside the project's own scope as read-only, and a GitHub tracker over the existing `GitHubApi`. Web UI, MCP tools, thread links, and the other trackers follow in later layers. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

With Effect 4.0.4 and the ten issue RPCs, typing `toLayer` over the whole WebSocket RPC group hits TypeScript's instantiation depth limit (TS2589, only reported when a single checker sees ws.ts after the orchestration runtime). The checker then gives up and types the handler layer's requirements as `any`, which spreads through the route and server layers into binCli.ts and the CLI tests. The issue RPCs now form `WsIssuesRpcGroup`, implemented by their own `toLayer`, and `WsRpcGroup` merges it with the rest. The wire surface, authorization, and instrumentation are unchanged. Taking over this one as maintainer for batch pull-request-15. I will preserve the original branch, reduce unnecessary implementation and tests, verify the GitHub service paths, and run independent reviews. No merge is planned. |

Rebuilt on current main and pushed 53554e6e59, preserving the original history. The PR body now has current proof and limits. Three independent adversarial review rounds finished with no blockers. The two historical review threads are verified against the generated documents: search still quotes each word separately, and detail selects comments once. Live adapter/service reads, including older-comment pagination, passed. I am resolving those fixed threads. On the fork question: this layer deliberately retains the canonical repository binding, so a fork with upstream still lists upstream issues. Showing origin as well needs a scope and write-target decision in the issue UI; this takeover does not silently change that policy. Live writes on a disposable GitHub repository and native-client verification remain listed for a maintainer. |
ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — This PR introduces a broad issue-tracking capability with new production RPCs, GitHub API integrations, external write operations, and authorization changes across 31 files. Its scope and auth-sensitive runtime impact require human review. You can add or adjust custom eligibility rules. Learn more. |

I think #19576 is a better fit to land Issues, it keeps the same service/adapter structure while covering more of the full workflow: multiple accounts, native states, paging, comment edits, & agent tools Also this stack's upper layers still have gaps, including Linear team checks on writes and fixed Azure state names, etc Open for discussions/thoughts :) |
T3 Code has pull-request services but no shared issue service. This adds the issue-tracker port, typed contracts and ten RPCs, with a GitHub implementation. UI and MCP tools remain separate layers.
Project repositories resolve through the existing canonical repository identity. Issues from another repository on the same host can be read, while writes stay within the selected project's repository and require source-control write permission. Listings deduplicate worktrees, retain failed continuation cursors for retry, and share viewer reads per host.
The GitHub adapter uses current main's generated GraphQL clients and shared REST request policy, credentials, quota and rate-limit state. User writes and candidates use the interactive reserve. Existing-target writes first verify an issue node, so GitHub REST cannot accept a pull-request number through the issue API. Detail reads finish label and assignee pages before edits can replace those sets. Markdown templates and YAML issue forms are offered; YAML fields become editable Markdown instructions, with checkboxes left unchecked. Invalid forms are skipped without losing valid templates; unreadable configuration and truncated contents fail explicitly.
Before: no issue RPCs or tracker registry on main. After: list/detail/comment pagination, templates/candidates and create/comment/edit/close/reopen/reaction operations use the service and adapter boundary.
Verification on head b4f989d02b:
Current-head CI: lint, build/typecheck, unit/web tests, all eight server shards, Rust, mobile static analysis, release smoke and the aggregate Check passed. CodeRabbit and Macroscope correctness passed; no unresolved review threads. Macroscope approvability is neutral and explicitly requires human approval for this feature and its authorization changes. An older duplicate native-fingerprint run was cancelled; its successor passed.
Six independent adversarial review rounds with Claude Opus 5.5 and Codex gpt-6-sol; the final round found no blockers. Earlier rounds led to the interactive reserve, YAML form, malformed-form isolation and continuation-retry fixes. CI/bot follow-up added issue-target verification and removed an unused export; the fourth full round reviewed those fixes and found a casing-dependent duplicate-list bug. Grouping now uses canonical repository identity while preserving display casing; the existing regression test failed before that fix. The fifth round caught duplicate close reasons being dropped and blank form names bypassing validation; both are fixed with fail-before/pass-after extensions to existing tests.
Limits: GitHub search returns at most 1,000 matches; use search to narrow large repositories. Live GitHub writes still need a disposable-repository smoke pass by a maintainer (create, comment, edit labels/assignees, close/reopen, add/remove issue and comment reactions). Fork projects continue to use the canonical upstream repository; origin issues are not also listed. macOS, Windows, iOS, Android and Electron desktop were not exercised. GitHub Enterprise hosts were not available.
Rebuilt on Julius Marminge's original commits in this PR, retaining the API and UX reference credit to @Bil0000 in #6315. Current main was merged without rewriting the original history.
Implemented with Codex gpt-6.1-sol; tests by Codex gpt-6-astra; adversarial reviews by Claude Opus 5.5 and Codex gpt-6-sol, orchestrated in T3 Code through the Codex harness.
