fix(web): command palette scrollbar no longer clipped at the top

The command palette's scrollbar was cut off at the top right. The results panel clips to a rounded top corner, and the scrollbar track ran all the way to that edge, so the thumb's top was sliced off when the list was scrolled to the top.

The panel already insets custom scroll-area scrollbars by mt-2, but the main results list is virtualized and uses the browser's native scrollbar, so that rule never reached it. The list now insets its native track by my-2, the same fix the model picker uses (ModelPickerContent). Other palette lists use the custom scroll area and already had the inset.
