On iPadOS 18, tapping a saved draft or queued task in the split sidebar sends navigation into the sidebar's independent tree, so its editor never opens. Create the pending-task action above that tree and pass it into the sidebar; deletion stays local. The native-column sidebar on newer iPadOS versions already uses root navigation.

Maintainer takeover of #15083, preserving @nekohasekai's implementation and credit. Main was merged into the contributor branch without rewriting their commits.

Closes #13943.

Verification on this head (headless Linux):

• 135 tests passed across six existing navigation, list, pending-task and queued-editor suites. Mobile typecheck passed. Targeted lint passed with seven pre-existing warnings outside changed lines.
• No new tests: asserting callback plumbing would not prove native navigation behavior.
• Native iPad navigation was not rerun. iOS, Android, macOS, Windows and Electron desktop were not exercised during takeover.

The author's earlier simulator evidence below covers the same callback boundary with native columns disabled to reach the iPadOS 18 sidebar. It is historical evidence, not a new native run after the main merge.
