#10660 added the shortcut for PR body and existing-comment edits, but the new-comment composer still required clicking Comment.
Fix
Handle Cmd/Ctrl+Enter in the comment textarea and reuse the Comment button's submit function, including empty-draft and pending-request checks. Ignore composition, repeated key presses, and Shift/Alt modifiers; plain Enter still inserts a newline. The shortcut only posts the comment.
UI Changes
Before: Cmd/Ctrl+Enter did not post new comments.
After: Cmd/Ctrl+Enter posts the draft. Appearance is unchanged.
