Question flow composer controls overflow on small screens before sidebar collapse #531

Description

There is a UI bug on smaller screen sizes where the composer controls in the question-answer flow overflow / break layout before the responsive breakpoint collapses the sidebar.

The layout should remain usable up to the sidebar collapse breakpoint, but currently the question flow controls become cramped and visually broken earlier than that.

Steps to reproduce

  1. Open t3code on a narrow desktop/tablet-sized window
  2. Enter a plan question / question-answer flow
  3. Resize the window narrower
  4. Observe the composer header / question controls before the sidebar collapses

Actual behavior

Before the responsive sidebar collapse kicks in, the question flow UI becomes cramped and the controls/layout break on smaller widths.

Expected behavior

The question-answer composer UI should remain responsive and usable until the intended breakpoint where the sidebar collapses.

Notes

Likely worth reviewing the composer header / pending-question action row wrapping behavior around the small-screen breakpoint.

This shows the composer/question controls overflowing before the sidebar collapse breakpoint kicks in.
