Port izumo to tauri-runtime 2.12 - #59

tauri-runtime 2.12 changed the monitor methods' signatures and added set_activate_ignoring_other_apps, set_fullscreen_on_monitor and no_redirection_bitmap, so izumo 0.4.1 no longer compiled against the tauri a fresh resolve picks, and neither did chuzz. The monitor methods take the new signatures, fullscreen on a monitor finds the monitor containing the point, the Windows redirection bitmap option is passed through, and activation follows the runtime's no-op convention.

izumo 0.4.1 no longer compiles against the tauri a fresh resolve picks (2.12), so neither does chuzz: tauri-runtime 2.12 changed the monitor methods' signatures (
primary_monitor,monitor_from_point,available_monitors) and addedset_activate_ignoring_other_apps,set_fullscreen_on_monitorandno_redirection_bitmap.set_fullscreen_on_monitorgoes borderless-fullscreen on the monitor containing the point (size from the monitor's current video mode, as winit 0.31 keeps it there).no_redirection_bitmapis passed through to the Windows builder; activation follows the runtime's existing no-op convention on macOS.tauriandtauri-runtimefloors rise to 2.12, since the signatures cannot serve both; izumo 0.4.2.Verified:
cargo check -p izumo --all-features;cargo test -p izumopasses exceptruntime::tests::control_interface_is_absent_until_explicitly_enabled("a listening control server is the consumer that starts collection"). That test is about the profiling switch and nothing here touches it; master cannot compile on a fresh resolve, so whether it fails there too is unverified.
