WorkTablesIndex 0.0.15 fixes a topology-publication race found by the exact hybrid-search CI lane and changes the Parking dependency to its broad compatible ^0.12 family.

An emptied final node can be refilled below its predecessor before its delayed boundary repair acquires the structural lock. The old last-node fast path kept that reorder private to the canonical map. A later structural insert then sorted against the stale published boundary, swapping node order for point readers and eventually losing removability. The fast path now requires the node to remain last in both route orders and above its canonical predecessor. Every structural insertion repairs an older final fallback route before adding the new route; batch attachment still pays that repair once.

Validation: both deterministic reorder regressions pass; the formerly failing concurrent remove/reinsert test passes 100 consecutive runs; the full 121-test hybrid lane passes with its Loom publication test; all-feature/all-target Clippy with warnings denied and the no-default-feature build pass locally. Exact-head remote CI passes Clippy and the custom, superslice, hybrid, std, and all-feature search lanes.
