claude 2.1.220 and codex-cli 0.147.0 both pass the live suite unchanged. Every Claude flag the crate passes still resolves, including --permission-prompt-tool, which left --help but is still accepted. Every app-server method the Codex path speaks is still in the 0.147.0 protocol. Copilot stays at 1.0.78. Its four live failures are monthly quota exhaustion on the account, not a flag or protocol change.
Publishes the refreshed verified boundary for claude 2.1.220 and codex-cli 0.147.0 so dependents pick it up from the registry.

Rebased onto master, which already carries the session-concurrency work squash-merged as 0.4.15. What is left here is the refreshed CLI boundary and its release.
