Why

P6 must fit the Complexity Docket limits (v5 review E7) and the guides must match (ledger section E).

In scope

Apply the complexity limits to the new dashboard modules; update dashboard.md, telemetry.md, usage-scorecard-metrics.md and models.md.

Other guides.

• pnpm run lint:cc passes with no new exceptions
• The guides match the panels
