feat: Claude local-scope MCP and project launchers #333

Why

Personal mode registers MCP at local scope (design Decision 2).

In scope

Generate .agentic-kit/bin/ruflo-mcp, aqe-mcp and brain-mcp, which find their root from their own location; register them with claude mcp add -s local; team mode writes .mcp.json with ${CLAUDE_PROJECT_DIR}.

Out of scope

The tool cache (#339).

Acceptance criteria

• ~/.claude.json changes only under projects[""].mcpServers
• Launchers work from any subfolder
• Receipts record each name added
