feat: the .agentic-kit project layout #330

Why

All management state moves into the project (design: Project layout).

In scope

project.json and local.json schemas; state/; the .git/info/exclude block; kitVersion pin check for team mode.

Out of scope

Commands that use it (#331 onward).

Acceptance criteria

• Schemas validate and reject unknown fields
• The personal layer is git-ignored through .git/info/exclude
• An older ak refuses a newer kitVersion
