Description

Add a banner on hub + invoices page for all FR users explaining that invoices may take some extra times this month.
Banner to activate on /availability:
billing:invoiceDelayBanner

Can you remove this file I dont think its related to your change.

Invoice edition can exceptionally take up to seven days, and for the
customers concerned that delay carries over to the submission of their
invoices to the electronic invoicing platform. An information banner now
says so on the hub dashboard and on the invoices page, so customers do
not chase an invoice that is merely still being processed. Nothing is
asked of them: the wording states as much.

The audience is the FR subsidiary, which covers mainland France and the
overseas regions in a single check, since the platform the wording
refers to is the French one.

Two conditions gate the banner, and both must hold. The
billing:invoiceDelayBanner feature flip drives it, under that one name
in both applications so a single switch reaches them together. On top of
that it only shows between the 28th of a month and the 7th of the next,
the window the invoicing run falls in. That window straddles the month
boundary, so a date sits inside it whenever it sits at either end of a
month rather than within an interval — the two applications share no
package, so the helper is duplicated with a comment pointing each at the
other.

The banner is dismissable and does not remember having been dismissed:
it comes back on the next load, which suits an announcement that expires
on its own.

The invoices page resolves its feature availability once for both the
flip above and the HTML invoice one, rather than asking twice.

Copy lands in fr_FR only; the other locales follow through translation,
and fr_FR is the fallback of both runtimes meanwhile.
