What
Rewrites the Datasets page for users. It now follows what they do, in order: Create → First scan → Review → Use, and leaves out how the system works inside.

Pairs with overmind-core/overmind#103 (issue overmind-core/overmind#91). The old page was long, written from the system's point of view, and had no row examples and no list of errors.
Verification
Every message and limit on the page was checked against the code on the platform branch. No docs build was run locally.
