When faceting, draw axes in empty facets #522

In this example:

a faceted scatterplot showing the correlation between culmen depth and length across sex and species; each facet shows the current sex and species with black dots and all other penguins as pale gray dots

It’d be nice if x-axis were repeated below the Adelie + null facet since the Chinstrap + null facet is empty. Similarly if the y-axis were on the right, the y-axis could be drawn on the right edge of the Chinstrap + male facet, rather than on the far right of the plot.
